REQUEST FOR PROPOSAL TO PROVIDE OUTSOURCED RESOURCES FOR VIPINGO DEVELOPMENT LIMITED

1. Introduction

Vipingo Development Ltd is a mixed use industrial, commercial, residential, hospitality and educational development spread over 10,254 acres and designed as a model city offering 21st century infrastructure and world class facilities.

The Development, which will be implemented in a phased approach is anchored by an industrial park set on 1,151 acres. The execution approach is two-fold; land development which includes infrastructural developments to service a bankable project and the creation of commercially viable vertical infill developments.  Phase one (1) of the industrial park is set on 250 acres; providing fully serviced industrial plots within an integrated master plan development.

Vipingo Development Ltd enjoys an outstanding location acting as a business gateway to Kenya, the Eastern Africa region and the world. The Development, which is adjacent to Vipingo airstrip enjoys excellent highway access with quick connection to Mombasa port and Mombasa International Airport. The vision of Vipingo Development is to set up the lowest cost strategic location for Business set- up and operations.

2. Scope of work

Vipingo desires to engage a Consultant to provide the following Resources under an Outsourcing agreement

   Project Timelines

The project timelines have been highlighted as follows;

• 25th – 30th April:  Receipt of the proposals from Consultants
• 2nd- 4th May:  Review of the received proposals
• 4th May:  Communication to the Consultants on the feedback from the review process
• 7th May:  Finalize contracting of the selected Consultant
• 25th May:  Selected Resources to be interviewed by the Vipingo management
• 5th June:   Selected Resources report for work

4. RFP Contents

Your proposal for the above subject should clearly state the following details:

• Company profile
• Proposed methodology and workplan
• Previous experiences in similar engagements
• Achievements and fees charged
• At least 3 references from previous clients
• Financial proposal

5. Limitation of Liability

This request is only an invitation for proposal and no contractual obligation on behalf of Vipingo Development Ltd and its affiliates whatsoever shall arise from this process unless and until a formal contract is signed between Vipingo Development Ltd and the preferred Consultant. This request does not commit Vipingo Development Ltd to pay any cost incurred in the preparation or submission of any proposal or to procure or contract for any services.

6. Proposal Management

Vipingo Development Ltd reserves the right to accept or reject any and all proposals, to revise this Request for Proposals, to request one or more re-submissions or clarification from one or more consultants, or to cancel the process in part or in whole. Vipingo Development Ltd will, at its discretion, award the contract to the Consultant submitting the best proposal that complies with our requirements.

7. Confidentiality

The Consultant shall protect Confidential Information of the Company through the exercise of precautions to be set out in a Non-Disclosure Agreement to be executed by the Consultant and the Company. The Consultant shall exercise no less protection and care than it customarily uses in preserving and safeguarding its own Confidential Information.
